complaints concerning the ethical conduct of members of the General Assembly;
altering the deadline for members of the General Assembly to file annual
financial disclosure statements; requiring a member of the General Assembly to
file a certain preliminary financial disclosure under certain circumstances;
requiring the filing by a member of the General Assembly of a duplicate
financial disclosure statement with the Joint Committee; providing for access to
financial disclosure statements filed with the Joint Committee; providing for the
application of this Act; making this Act an emergency "measure; and generally
relating to the. Maryland Public Ethics Law.
