2. receive, as far as possible, personal attention; and (c) The Commission AND THE DEPARTMENT shall coordinate, as much as (1) avoid an overlap of effort; and (2) provide, if possible, at 1 service center or in 1 general local area, (d) The Director shall supervise the service centers.
