(2) The Governor shall develop a schedule for allocating this reduction to
the programs of the executive department and take such actions as may be required
to implement the reduction under Section 7-213 of the State Finance and
Procurement Article.
(3) Notwithstanding limitations on budget amendments imposed
elsewhere in this Act, agencies may purchase additional microcomputers if needed to
attain Year 2000 compliance.
(4) A reduction to program CA00.09 Judicial Data Processing shall be
made in an amount equal to the amount reduced for the Judiciary under this section.
(5) Aggregate reductions under this section shall equal at least the
amounts indicated for the departments and budgetary fund types listed:

SECTION 37. AND BE IT FURTHER ENACTED. That:
(1) A general salary increase of $1.275 shall be provided to eligible
employees for fiscal 2000 according to the following schedule, or such other schedule
as the Governor may specify to implement the savings required under this section:
(a) $300 on July 1, 1999;
(b) $300 on October 1, 1999;
(c) $300 on January 1, 2000; and
(d) $375 on April 1, 2000.
(2) For the purpose of reducing funds currently budgeted for a general
salary increase implemented according to a different schedule, appropriations in this
budget shall be reduced as provided for in this section.
(3) The Governor and officials responsible for administration and
amendment of State compensation plans shall take such measures as may be
required to implement this provision. This section shall not apply to State judges to
the extent it is inconsistent with action the General Assembly has taken with respect
to judicial compensation pursuant to Section 1-708 of the Courts Article.
(4) A reduction to program RT00.01 Support for State Operated
Institutions of Higher Education shall be made in an amount equal to the current
unrestricted funds reduced under this section.
