campaigns to decrease tobacco use;

(d) smoking cessation programs;

(e) enforcement of the laws regarding
tobacco sales;

(f) the purposes of the Maryland
Health Care Foundation under
Title 20, Subtitle 5 of the Health -
General Article;

(g) primary health care in rural areas
of the State and areas targeted by

tobacco manufacturers in

marketing and promoting

cigarette and tobacco products;

(h) prevention, treatment, and

research concerning cancer, heart
disease, lung disease, tobacco
product use, and tobacco control,
including operating costs and
related capital products;

(i) drug treatment and prevention
program; and

(2) Any remaining funds shall be
expended for any lawful purpose.

Further provided that, contingent on
enactment of SB 334 or HB 751
creating and specifying uses for a
Cigarette Restitution Fund, this
appropriation shall be reduced by
$54,250,968 to allow the associated
revenues to be credited to that Fund
as provided under that Act.

Further provided that, notwithstanding
Section 7-310 of the State Finance and
Procurement Article, and unless specified
otherwise in legislation, funds herein
appropriated contingent on receipt of
funds resulting from the settlement of the
State of Maryland v. Philip Morris, et al
may only be expended through
appropriations for specific purposes in a
