Human Virology, may not be expended

until a business plan for GBR Scientific,

|
|
|
Inc. has been submitted to the budget
|
|
|
|
committees and the committees have had
|
|
|
|
45 days to review and comment on the
|
|
|
|
plan. GBR Scientific, Inc., named for the
|
|
|
|
three primary scientists associated with
|
|
|
|
the Institute of Human Virology, has been
|
|
|
|
established to commercialize technology
|
|
|
|
developed by the institute. The business
|
|
|
|
plan should clearly outline the investment
|
|
|
|
being made by these scientists and other
|
|
|
|
investors, including the City of
|
|
|
|
Baltimore. In addition, the business plan
|
|
|
|
should acknowledge the States investment
|
|
|
|
of $16,500,000 $17,000,000 in the
|
|
|
|
institute, through fiscal 2000, and provide
|
|
|
|
the State with an equity position in the
|
|
|
|
company at a level that will allow
|
|
|
|
Maryland to recoup its investment. The
|
|
|
|
business plan should also reflect
|
|
|
|
anticipated future State support for the
|
|
|
|
institute. The business plan should
|
|
|
|
address whether the City of Baltimore
|
|
|
|
will receive an equity position as well
