Provided that the Department of Human

|
Resources will be restricted to 778
|
|
|
contractual full-time equivalent positions
|
|
|
at any one time consistent with existing
|
|
|
funds in fiscal 2000. The Department
|
|
|
shall provide the budget committees with
|
|
|
a quarterly report for review on the
|
|
|
number and purpose of each contractual
|
|
|
position above the maximum including
|
|
|
the source of funds. The level of 778
|
|
|
contractual full-time equivalents may be
|
|
|
exceeded only if the Department of
|
|
|
Human Resources notifies the budget
|
|
|
committees of the need for additional
|
|
|
contractual personnel and the committees
|
|
|
have 45 days to review and comment upon
|
|
|
the request.
|
|
|
The level of 778 contractual full-time
|
|
|
equivalent positions is exclusive of those
|
|
|
established for the Baltimore City L.J.
|
|
|
Consent Decree and contractual positions
|
|
|
fully reimbursed from non-state funding
|
|
|
(federal, local, foundation, endowment,
|
|
|
etc.).
|
|
|
The Department of Human Resources shall
|
|
|
provide the committees with a report for
|
|
|
their review on these excluded positions
|
|
|
on a quarterly basis.
