made between a dentist and an "individual" listed in item (4) is substituted for
the former reference to "person" for consistency.

In subsection (b)(12) of this section, the former reference to "the
Commissioner's successors in office, and duly authorized deputies" is deleted
as implicit in the reference to the "Commissioner".

Also in subsection (b)(12) of this section, the former references to the "true
and lawful" attorney "of the dental plan organization in and for this State" are
deleted as surplusage.

Also in subsection (b)(12) of this section, the former phrase "on whom lawful
process in any legal action or proceeding against the dental plan organization
on a cause of action arising in this State may be served" is deleted as implicit
in the reference to service of process and for consistency with terminology
used elsewhere in this article. See, e.g.. § 4-107 of this article.

In subsection (b)(13) of this section, the phrase "by the dental plan
organization" is added for clarity.

WITHIN 10 DAYS AFTER A SIGNIFICANT MODIFICATION OF INFORMATION
SUBMITTED WITH THE APPLICATION FOR A CERTIFICATE OF AUTHORITY, A DENTAL
PLAN ORGANIZATION SHALL FILE NOTICE OF THE MODIFICATION WITH THE
COMMISSIONER.

(A) ISSUANCE OF CERTIFICATE OF AUTHORITY.

IF THE COMMISSIONER IS SATISFIED THAT THE INDIVIDUALS WHO ARE
RESPONSIBLE FOR CONDUCTING THE AFFAIRS OF THE DENTAL PLAN
ORGANIZATION ARE TRUSTWORTHY AND CAPABLE OF PROVIDING, ARRANGING
FOR, OR ADMINISTERING THE SERVICES OFFERED BY THE DENTAL PLAN, THE
COMMISSIONER SHALL ISSUE A CERTIFICATE OF AUTHORITY.
