THE SECRETARY OF BUDGET AND MANAGEMENT MAY ADOPT REGULATIONS
RELATING TO THE REFERRAL OF DEBTS BY STATE AGENCIES TO THE CENTRAL
COLLECTION UNIT AND TO THE ADMINISTRATIVE PROCEDURES AUTHORIZED
UNDER THIS PART.

(B) COMPTROLLER.

THE COMPTROLLER MAY ADOPT REGULATIONS RELATING TO THE
CERTIFICATION AND WITHHOLDING OF AMOUNTS UNDER THIS PART.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 19, § 46(e). In this section, the word "regulations" is
substituted for the former references to "rules and regulations" to distinguish,
to the extent possible, between regulations of executive units and rules of
judicial or legislative units and for consistency in the use of these words. Also
in this section, for consistency with usage in other revised articles, the word
"adopt" is substituted for the former word "promulgate".

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 6-101 of
Article 24 - Political Subdivisions - Miscellaneous Provisions of the Annotated Code of
Maryland be repealed and reenacted, with amendments, and transferred to the Session
Laws, to read as follows:

[Subtitle 1.] Spesutie Narrows.

[6-101.] 1.

The permission and sanction of the State of Maryland is hereby given to the United
States of America for the erection of a bridge across Spesutie Narrows to connect
Spesutie Island with mainland in Harford County at such point as may be deemed
desirable; provided, however, that the entire cost and expense of the same be borne by
the United States of America.

REVISOR'S NOTE: Former § 6-101 is not retained in the Code because the bridge
referred to has been built. However, it is transferred to the Session Laws to
avoid any inadvertent substantive effect its repeal might have.

SECTION 3. AND BE IT FURTHER ENACTED, That Section(s) 1-101 of Article
41 - Governor - Executive and Administrative Departments of the Annotated Code of
Maryland be repealed and reenacted, with amendments, and transferred to the Session
Laws, to read as follows:

[1-101.] 1.

Upon the taking effect of this act the executive and administrative departments,
boards, commissions, institutions, other units of the State government, and officers of the
State government of Maryland mentioned in this act shall be organized, established,
continued or abolished, and shall have and exercise the rights, powers, duties, obligations
and functions provided under this article. No provision of this article shall be deemed as
repealed by any act hereafter passed unless the provision is expressly referred to and
repealed, or some other clear evidence is given of the intent of the General Assembly to
change the policy of the State declared under this article.
