authorizing the County Council of Harford County to provide for the immediate
taking of certain property situated in the County, subject to certain conditions,
when there is an immediate need for the property for right of way for road,
storm drain, sewer, or water construction or installation; providing that an
immediate taking may not result in less than a certain amount of footage
between the new right of way boundary and any residential dwelling or
commercial building located on the parcel of property subject to the taking;
providing that the County may not exercise this right in relation to certain
property more than once for the construction or improvement of a single county
road, highway, or similar right of way or a single public water, sewerage, or
storm drain construction or installation project; and submitting this amendment
to the qualified voters of the State of Maryland for their adoption or rejection..
And it is hereby certified that at said election, 437,686 votes were cast for the
adoption of said Chapter 83 and 522,161 votes were cast against the adoption of said
Chapter 83, the said Chapter 83 of the Acts of 1996 has therefore failed ratification.

Pursuant to the provisions of Section 23-11 of Article 33 of the Annotated Code
of Maryland, the State Administrative Board of Election Laws does hereby certify
that at the General Election held in Worcester County on November 5, 1996, an Act
known as Chapter 257 of the Acts of 1996 (House Bill 649, Question A) was submitted
to the voters of Worcester County in accordance with the provisions of Chapter 257 of
the Acts of 1996, said Act being as follows;

Restriction
FOR the purpose of requiring the State's Attorney for Worcester County to serve full
time and prohibiting the private practice of law after a certain date; establishing
the salary of the State's Attorney for Worcester County at a certain percentage of
the salary of a District Court judge; authorizing the Board of County
Commissioners for Worcester County to set a higher salary under certain
