SECTION 4. AND BE IT FURTHER ENACTED, That the Annotated Code has
been corrected to reflect the changes necessitated by Chapters 347 and 349 of the Acts of
1996. Validation of these changes and implementation of Section 15 of Chapter 347 and
Section 13 of Chapter 349 of the Acts of 1996 are ratified by passage of this Act.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.
