appeal of the orders to the Board of Appeals; making violations of the orders
subject to civil and criminal fines and penalties, except during the pendency of
appeals to the Board of Appeals and any subsequent judicial review; providing
that issuance of administrative orders is within the discretion of the
Department of Planning and Code Enforcement; specifying that informal notices
of alleged zoning violations are not appealable to the Board of Appeals;
providing that the County may institute injunctive and other judicial actions to
restrain violations of administrative orders pending appeal of the orders to the
Board of Appeals; providing that civil penalties may be imposed as ancillary
relief in actions to enforce administrative orders; eliminating the requirement
that administrative orders be issued as a prerequisite to institution of judicial
proceedings; and making certain other technical changes and corrections to the
zoning enforcement title.

certain classifications to the classified service; altering the minimum
qualifications for certain classifications; establishing a salary schedule and base

advancement, promotion, demotion, or reclassification of certain employees;
