THE CONSTITUTION OF MARYLAND AND THE PROVISIONS OF ARTICLE 23A
OF THE ANNOTATED CODE OF MARYLAND (1957 EDITION AND
AMENDMENTS THERETO) TITLED "CORPORATIONS-MUNICIPAL"; TO
AMEND THE CHARTER OF THE MAYOR AND CITY COUNCIL OF HAVRE DE
GRACE, MARYLAND, BY ADDING A NEW SECTION 3L ENLARGING THE

AND REENACTING SECTIONS 27, 50, 62, 84: CHANGING THE METHOD BY
WHICH PERSONS ARE EMPLOYED IN POSITIONS ESTABLISHED BY
CHARTER, GIVING GREATER LATITUDE IN REMOVAL OF SUCH PERSONS
FROM SUCH POSITIONS, AND REMOVING THE RESIDENCY REQUIREMENT
FOR THE CHIEF OF POLICE.
