PARRIS N. GLENDENING, Governor                          H.B. 1231

Poisoning Prevention Program must register with the Maryland Department of the
Environment (MDE), satisfy the risk reduction standards for lead paint, distribute to
tenants information packets on lead poisoning, and pay annual fees. In general, these
dates are pushed back by one to two years. The bill also changes the date by which
authorized insurers had to waive any lead hazard coverage exclusion to the extent of a
qualified offer made or to be made,

Senate Bill 669, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1231.

AN ACT concerning

Lead Poisoning Prevention Program - Alteration of Deadlines and Other Dates

FOR the purpose of altering the dates by which certain rental dwelling units must be
registered under the Lead Poisoning Prevention Program; altering the dates by
which and until which certain fees must be paid for certain rental dwelling units;
altering certain deadlines for meeting certain risk reduction standards; altering
certain dates by which certain information must be given to certain persons under
certain circumstances; altering certain dates regarding the lowering of certain
documented elevated blood lead levels for triggering certain obligations and a
certain presumption; altering certain dates relating to the affect effect of the
Program on certain events taking place before certain dates; altering the application
of certain provisions of law to certain insurance policies: altering the date on or
after which a certain exclusion in certain insurance policies is required to be waived;
making a stylistic change; providing for the effective dates of this Act: and generally
relating to the alteration of deadlines and other dates under the Lead Poisoning
Prevention Program.
