(2) Each report shall be signed and verified by the president, vice president,
cashier, or treasurer of the banking institution.

(D) UPON THE WRITTEN REQUEST OF A. BANKING INSTITUTION, THE
COMMISSIONER MAY PERMIT THE FINANCIAL REPORTS REQUIRED BY THIS SECTION
TO BE ELECTRONICALLY SUBMITTED PROVIDED THAT:

(1)     THE APPROPRIATE FEDERAL BANKING AUTHORITY HAS APPROVED
ELECTRONIC SUBMISSION OF THE REPORT AS SATISFACTORY FOR ITS

REQUIREMENTS;

(2)     THE REPORT IS SUBMITTED THROUGH A FEDERALLY APPROVED
VENDOR; AND

(3)     THE BANKING INSTITUTION RETAINS, FOR AT LEAST 2 YEARS, A
COPY OF THE REPORT, SIGNED AND VERIFIED BY THE PRESIDENT, VICE PRESIDENT,
CASHIER, OR TREASURER OF THE BANKING INSTITUTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1220.

This bill increases the marriage license fees in Harford County by up to $5, from $35 to
$40. The clerk of the circuit court must pay $5 from each license to the Harford County
Sexual Assault/Spousal Abuse Resource Center, Incorporated. The bill also requires the
clerk to pay $10 from each marriage ceremony fee to the Historical Society of Harford
County, Incorporated.

Senate Bill 304, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1220.
