SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read
as follows:

11-313.

(D) THE OFFICE OF LEGISLATIVE AUDITS SHALL AUDIT EACH LICENSEE AT
LEAST ONCE EVERY 2 YEARS IN ACCORDANCE WITH THE PROVISIONS OF §§ 2-1212
THROUGH 2-1222 OF THE STATE GOVERNMENT ARTICLE.

SECTION 2. AND DC IT FURTHER ENACTED, That this Act shall apply to
all payments made by a license of money from uncashed pari-mutuel tickets purchased on
or after July 1, 1997.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July June 1, 1997. It shall remain effective for a period of 7 year and, at the end of May 31,
1998, with no further action required by the General Assembly, except for Section 2 of this Act,
this Act shall be abrogated and of no further force and effect.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1192.

This bill exempts from the insurance laws of Maryland an order, society, or association
that offers individual health insurance policies in this State only to members of the
Mennonite Church and their families, under certain circumstances.

Senate Bill 568, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1192.

AN ACT concerning

Insurance - Fraternal Benefit Societies - Exempted Societies

FOR the purpose of exempting a certain type of fraternal benefit society from certain
provisions of the fraternal benefit society and insurance laws; providing for the
effective date of this Act: and generally relating to fraternal benefit societies.
