Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1091.

This bill increases the maximum amount of the additional marriage license fee in
Frederick County from $45 to $65.

Senate Bill 596, which was passed by the Genera] Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1091.

AN ACT concerning

Frederick County - Marriage License Fee

FOR the purpose of increasing the maximum amount of the additional marriage license
fee that the Frederick County Board of County Commissioners may set; requiring
the clerk of the Circuit Court for Frederick County to pay the proceeds from the
additional marriage license fee to the County Commissioners under certain
circumstances: requiring the proceeds to be used to fund certain domestic violence
programs; and generally relating to marriage license fees in Frederick County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

2-404.

(1) In Frederick County;

(1) the Board of County Commissioners may set an additional fee, in an
amount not to exceed [$45] $65, for each license;
