H.B. 771

(f)      (1) From the first $500,000 in fees collected under subsection (d) of this
section in each fiscal year, the Comptroller shall deposit one-half of each fee into the
Maryland Victims of Crime Fund and one-half of each fee into the Criminal Injuries
Compensation Fund.

(2) For fees collected under subsection (d) of this section in excess of
$500,000 in each fiscal year, the Comptroller shall deposit the entire fee into the Criminal
Injuries Compensation Fund.

(g)     A political subdivision may not be held liable under any condition for the
payment of sums under this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1997.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 771.

This bill authorizes the Cecil County Commissioners to issue up to $5 million in general
obligation bonds to finance the costs of public school facilities and improvements to the
community college. The maturity date of such bonds cannot exceed 15 years.

Senate Bill 674, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 771.

AN ACT concerning

Cecil County - Public School and Community College Bonds

FOR the purpose of authorizing and empowering the County Commissioners of Cecil
County from time to time, to borrow not more than $5,000,000 in order to finance
the cost of certain public school facilities in Cecil County and to effect that
borrowing by the issuance and sale at public or private sale of its general obligation
bonds in like par amount; empowering the County to fix and determine, by
resolution, the form, tenor, interest rate or rates, or method of determining the
same, terms, conditions, maturities, and all other details incident to the issuance
