Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 540.
This bill allows the State Used Tire Cleanup and Recycling Fund to be used for
emergency and fire cessation activities. The bill also, terminates the tire recycling fee
currently collected through the Comptroller's Office effective July 1, 2000.
Senate Bill 734, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 540.

AN ACT concerning
Scrap Tire Disposal - Use of Fund - Fee Termination
FOR the purpose of altering the permissible use of the State Used Tire Cleanup and Recycling
Fund to include certain emergency operations,; altering the required components of a
certain scrap tire recycling system altering certain limitations on the use of scrap
tires as fuel; eliminating a certain waiver from the prohibition against disposing of
scrap tires in a landfill; altering the limit of the State Used Tire Cleanup and
Recycling Fund; eliminating a certain tire recycling fee after a certain date;
providing for the use and disposition of certain funds; providing for the effective
date of a portion of this Act; providing for a the delayed effective date for a portion
of this Act, and generally relating to scrap tires and disposal.
