H.B. 494                                                 VETOES

(2) MAINTAIN A GIFTED AND TALENTED STUDENT DATABASE IN
ACCORDANCE WITH GUIDELINES ESTABLISHED BY THE STATE BOARD,

(3)     PROVIDE STATE DEVELOPMENT TOR A VARIETY OF PROFESSIONAL
AUDIENCES INCLUDING TEACHERS, PRINCIPALS,
GUIDANCE PERSONNEL,
SUPERIORS, CONTENT SPECIALISTS, AND OTHER CENTRAL OFFICE STAFF THAT

INCLUDES DIFFERENTIATION FOR THE DIVERSE LEARNING NEEDS,

ADMINISTRATIS ALTERNATIVES, AND INSTRUCTIONAL OPTIONS FOR GIFTED AND
TALENTED STUDENTS, AND

(4)     PROVIDE AND DISSEMINATE TO PARENTS AND COMMUNITY
GROUPS INFORMATION ON PROGRAMS AND SERVICES AVAILABLE FOR GIFTED AND
TALENTED STUDENTS.

8-205.

IN AWARDING GRANTS UNDER § 8-204 OF THIS SUBTITLE, THE STATE BOARD
SHALL GIVE PRIORITY TO APPLICATIONS DESCRIBING PROGRAMS THAT DO ONE OR
MORE OF THE FOLLOWING:

(1) EXPAND OPPORTUNITIES FOR RIGOROUS, DIFFERENTIATED
INSTRUCTION TO REACH MORE GIFTED AND TALENTED STUDENTS;

(2) ENCOURAGE MORE STUDENTS TO TAKE ADVANCED PLACEMENT
COURSES AND SUCCESSFULLY COMPLETE ADVANCED PLACEMENT EXAMINATIONS,
TO TAKE DUAL CREDIT ADVANCED OR FAST PACED COURSE OPPORTUNITIES AT
THE MIDDLE AND HIGH SCHOOL LEVELS FOR CREDIT, TO TAKE COURSES
AVAILABLE THROUGH TECHNOLOGY AND DISTANCE LEARNING SYSTEMS AND
OTHER INSTRUCTIONAL OPTIONS THAT ALLOW FOR INDIVIDUAL PACING,
INTERESTS, AND ABILITIES;

(3) INCREASE OPTIONS TOR GIFTED AND TALENTED STUDENTS TO
PARTICIPATE IN PROGRAMS AND SERVICES WHICH SUPPORT AND ENCOURAGE
INDIVIDUAL PACING, CURRICULUM COMPACTING, DUAL ENROLLMENT TOR CREDIT
AT MIDDLE AND HIGH SCHOOL LEVELS, CREDIT THROUGH EXAMINATION, AND
OTHER OPTIONS AVAILABLE IN A FLEXIBLE SCHOOL ORGANIZATION THAT
PROMOTES ALTERNATIVE USES OF TIME, STAFF, FACILITIES, AND OTHER
RESOURCES TO MEET THE NEEDS OF EACH STUDENT;

(4) INCLUDE BLUE RIBBON SCHOOLS TO SERVE AS MODELS FOR
EFFECTIVE PROGRAMS AND PRACTICES,

(5) PAIR BLUE RIBBON SCHOOLS WITH OTHER SCHOOLS INTERESTED IN
REPLICATING EXEMPLARY PROGRAMS IMPLEMENTED BY THE BLUE RIBBON
SCHOOLS, AND

(6) STRENGTHEN SKILLS AND OPTIONS FOR EDUCATIONAL AND
CAREER PLANNING FOR GIFTED AND TALENTED STUDENTS.
