Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 451.

This bill clarifies that in Baltimore City a holder of a certificate of sale may pay taxes,
interest, and penalties that become due on property after the date of sale and that have
not been paid by the owner. These individuals are entitled to reimbursement for such
costs plus interest at the rate of redemption.
