(F) THIS SECTION ONLY APPLIES TO AN APPLICANT WHO: (1) IS GRANTED A LICENSE UNDER THIS SECTION ON OR BEFORE (2) CONTINUES TO QUALIFY FOR A LICENSE UNDER THIS SECTION. 16-110.3.
