PARRIS N. GLENDENING, Governor                               H.B. 343

SECTION 2. AND BE IT FURTHER ENACTED, That, except as provided in this Act
and notwithstanding any provision of law to the contrary, this Act may not be construed to
impose a duty on or otherwise require a person to disclose that an individual is registered under
this Act.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 343.

This bill requires the Department of Public Safety and Correctional Services (DPSCS) to

maintain a central registry of sexually violent predators and sexual offenders.

Although House Bill 343 makes many of the same changes as Senate Bill 605, there are
numerous differences between the bills as referenced in the Attorney General's letter of
May 15, 1997.

Senate Bill 605, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 343,

AN ACT concerning

Crimes and Punishments - Sexual Crimes Against Children and Sex Offenders -

Registration

FOR the purpose of requiring a supervising authority to send notice to specified agencies
and individuals when an individual who was convicted of a specified sexual crime is
released or escapes; requiring a court to determine, under certain circumstances, if a
certain person is a sexually violent predator; authorizing a sexually violent predator to
request a reevaluating after a certain time period;
requiring a an sexual offender
certain persons to register with a supervising authority on a specified date; requiring
certain persons to register with local law enforcement agencies;
requiring the
supervising authority to provide the sexual offender a certain person with specified
information when the sexual offender person registers; requiring the supervising
