(a) In each county in the first seven judicial circuits there shall be the number of
resident judges of the circuit court set forth below, including the judge or judges provided
for by the Constitution:

SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of this Act shall
take effect July 1, 1997.

SECTION 4. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect January 1, 1998.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 342.

This bill requires specified supervising authorities to notify the Department of Public
Safety and Correctional Services (DPSCS) of the release of child sexual offenders under
current provisions relating to registration of child sexual offenders. The bill also shifts
primary responsibility for certain release notifications from local law enforcement
agencies to DPSCS, expands that responsibility, and allows DPSCS to add other persons
to the notification list.

Although House Bill 342 makes some of the changes found in Senate Bill 605, there are
several differences between them as referenced in the Attorney General's letter of May

15, 1997.

Senate Bill 605, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 342.
