6-803.

(a)     This subtitle applies to:

(1)     Affected property; and

(2)     Notwithstanding subsection (b) of this section, any residential rental
property, the owner of which elects to comply with this subtitle.

(b)     This subtitle does not apply to:

(1)     Property not expressly covered in subsection (a) of this section;

(2)     Affected property owned or operated by a unit of federal, State, or local
government, or any public, quasi-public, or municipal corporation, if the affected
property is subject to lead standards that are equal to, or more stringent than, the risk
reduction standard established under § 6-815 of this subtitle; or

(3)     Affected property which is certified to be lead-free pursuant to § 6-804
of this subtitle.

SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act shall be
construed to effect apply to a contract of insurance covering an affected property that is
issued or renewed on or after the effective date of this Act June 1, 1997.

SECTION 5. AND BE IT FURTHER ENACTED, That Section 1 of this Act shall
take effect June 1, 1997, and remain in effect until October 1, 1997.

SECTION 6. AND BE IT FURTHER ENACTED. That Section 3 of this Act shall
take effect June 1. 1997.

SECTION 3. 7. AND BE IT FURTHER ENACTED, That Section 2 of this Act
shall take effect October 1, 1997.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 239.

This bill amends the CURE Heart, Body, and Soul Loan of 1994 by altering the purpose
for which the proceeds of the grant will be used from renovation of existing buildings in
Baltimore City to construction of a new building in Baltimore City and repeals the
requirement that the grantee (the Board of Directors of Clergy United for Renewal of
East Baltimore, Inc.) grant and convey a perpetual preservation easement to the
Maryland Historical Trust.

Senate Bill 13, which was passed by the General Assembly and signed by me on April 29,
