(b) (2) (ii) A community organization may sponsor an activity in a parking
area located at Memorial Stadium only if:

2. The activity does not in any way interfere with or impede the
availability of parking or traffic flow associated with a National FOOTBALL League
[football] game being played at Memorial Stadium or other event scheduled by the
Maryland Stadium Authority; and

13-1101.

(f) [(1)] "Heritage area" means a developed area of public and private uses

that:

[(i)] (1) Ranges in size from a portion of a county or municipal
corporation to a regional area with a special coherence;

[(ii)] (2) Is distinguished by physical and cultural resources which
have played a vital role in the historic life and development of the community and
contribute to the public through interpretive, educational, and recreational use;

[(iii)] (3) Is composed of contiguous or noncontiguous geographic

areas; and

[(iv)] (4) May include traditional parks and historic places or property
on the national or State register of historic properties.
