PARRIS N. GLENDENING, Governor

S.B. 717

liberally construed to effect the purposes hereof. All Acts and parts of Acts inconsistent
with the provisions of this Act are hereby repealed to the extent of such inconsistency.

SECTION 10. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1997.

May 22, 1997

The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 717.

This bill increases, from 8 to 12, the membership of the State Board of Pharmacy. In
addition, the bill alters provisions relating to the nomination and appointment of
members to the board. A board member shall be recused from all aspects of the licensing
exam if the member is on the board of trustees at a school of pharmacy, the member is a
teacher at a school of pharmacy; and the member's primary source of income is through
employment by a school of pharmacy.

House Bill 1229, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 717.

Sincerely,

Parris N. Glendening

Governor

Senate Bill No. 717

AN ACT concerning

State Board of Pharmacy - Composition

FOR the purpose of altering the composition and increasing the membership of the State
Board of Pharmacy; altering the procedure for filling vacancies on the Board;
requiring the Board to provide a certain notice and other information to all licensed

requiring certain Board members to be recused from all aspects of the licensing
exam; altering certain practice qualifications for membership on the Board;
providing a rule of construction for this Act; authorizing the Governor to make a
certain determination in making certain initial appointments to the Board as
authorized by this Act; and generally relating to the State Board of Pharmacy.

BY repealing and reenacting, with amendments,
