S.B. 689 VETOES
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 689.
This bill authorizes the Frederick County Commissioners to create community
development authorities in certain areas of the county to finance various infrastructure
improvement projects. To finance such projects, the county may issue bonds and other
debt obligations. The county may levy ad valorem or special taxes or fees to pay the debt
service costs on these bonds. Before the county commissioners may designate an area
within a municipality as a community development authority, the municipality's officials
must consent.
House Bill 1095, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 689.

AN ACT concerning
Frederick County - Community Development Authorities
FOR the purpose of authorizing the County Commissioners of Frederick County to
establish community development authorities in specified areas of Frederick County
for purposes of developing and financing certain infrastructure and improvements
under certain circumstances; authorizing the issuance of certain limited obligation
debt under specified conditions; providing for imposition of certain taxes and fees;
authorizing the establishment of certain accounts; specifying purposes for which a
community development authority may be established; requiring certain consent if a
community development authority extends into a municipal corporation; specifying
certain requirements, granting certain authorization, and providing for the effect of
certain provisions and instruments, all relating to community development
authorities and issuance of certain debt; defining certain terms; and generally
relating to the authority of the County Commissioners of Frederick County to
establish special districts known as community development authorities for
financing certain improvements, to impose certain taxes or fees, and to issue debt
for the development and financing of qualifying improvements.

Section 2-7-125 to be under the new article "Article VI. Community Development
Authorities"
