SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 683.

This bill amends the Franciscan Center Loan of 1994 by changing the address of the
project for which the bond proceeds will be used from 2214 Maryland Avenue in
Baltimore to 101 West 23rd Street in Baltimore and it extends, from June 1, 1997 to June
1, 1998, the time by which the Franciscan Center must provide evidence of matching
funds.

House Bill 280, which was passed by the General Assembly and signed by me on April 29,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 683.

AN ACT concerning

Franciscan Center Loan of 1994

FOR the purpose of amending Chapter 198 of the Acts of the General Assembly of 1994,
the Franciscan Center Loan of 1994, as amended by Chapter 452 of the Acts of the
General Assembly of 1996; altering the address of the project for which the
proceeds of the bonds will be used; and extending the time by which the grantee
shall provide a matching fund.

BY repealing and reenacting, with amendments,

Chapter 198 of the Acts of the General Assembly of 1994, as amended by Chapter

452 of the Acts of the General Assembly of 1996
