S.B. 641
VETOES
President of the Senate
State House
Annapolis MD 21401
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 641.
This bill establishes a State funding formula for the Maryland School for the Deaf (MSD)
based on the school's enrollment growth and the growth in State funding provided to local
school systems through the basic current expense formula. The bill also requires the
Maryland School for the Deaf to establish and operate a program of enhanced services
for deaf students who have other moderate to severe disabilities.
House Bill 1023, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 641.
Sincerely,
Parris N. Glendening
Governor
