The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 599.
This bill includes certain county-funded State offices in the definition of "State
personnel" for purposes of protection under the Maryland Tort Claims Act. These
include State's Attorneys, board of license commissioners, local elections board members,
circuit court judges, and orphans' court judges.
House Bill 1275, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 599.
Sincerely,
Parris N. Glendening
Governor
