S.B. 433                                                  VETOES

FROM THE REGULATED LOBBYIST ARE NOT REQUIRED TO BE REPORTED UNDER
TIES SECTION FOR THE DURATION OF THE MARRIAGE OR RELATIONSHIP.

(F) THIS SECTION DOES NOT REQUIRE THE DISCLOSURE BY A REGULATED
LOBBYIST OF ANY GIFT TO THE REGULATED LOBBYIST'S IMMEDIATE FAMILY. IF
THE GIFT IS:

(1) PURELY PERSONAL AND PRIVATE IN NATURE AND NOT RELATED
TO THE REGULATED LOBBYIST'S LOBBYING ACTIVITIES; AND

(2) FROM THE REGULATED LOBBYISTS PERSONAL FUNDS AND NOT
ATTRIBUTABLE TO ANY OTHER ENTITY OR ENTITIES.

[(f)] (G) The Ethics Commission may require a regulated lobbyist to file any
additional report the Ethics Commission determines to be necessary.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 433.

This bill specifies that an individual covered under a Point-of-Service (POS) option
through an HMO may receive coverage for any health care service obtained outside the
provider panel if the health care service is covered under the enrollee's contract with the
HMO.

House Bill 831, which was passed by the General Assembly and signed by me on this date,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill

433.
