(8) any investment portfolio created under the Maryland Local Government
investment pool defined under Article 95, § 22G of the Code that is administered by the
Office of the State Treasurer.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 314.

This bill requires that a sunset evaluation of the Health Care Access and Cost
Commission and regulations related to the Commission be made on or before July 1,
2002.

House Bill 428, which was passed by the General Assembly and signed by me on April 29,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 314.

AN ACT concerning

Health Care Access and Cost Commission - Sunset Review

FOR the purpose of requiring, subject to a certain exception, an evaluation to be made of
the Health Care Access and Cost Commission and the regulations that relate to the
Commission by a certain date; and generally relating to the Health Care Access and
Cost Commission.
