Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 31.

This bill extends the statute of limitations applied to prosecutions of violations of the
Fisheries and Wildlife Titles of the Natural Resources Article from one to two years.

House Bill 576, which was passed by the General Assembly and signed by me on April 29,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 31.

AN ACT concerning

Statute of Limitations - Fish and Wildlife Violations

FOR the purpose of extending the statute of limitations for violations of certain
provisions of the Natural Resources Article; and generally relating to prosecution
for misdemeanors.

BY adding to

Article - Courts and Judicial Proceedings

Section 5-106(t)

Annotated Code of Maryland

(1995 Replacement Volume and 1996 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Courts and Judicial Proceedings

5-106.

(T) A PROSECUTION FOR A VIOLATION OF THE FISH AND FISHERIES
PROVISIONS OF TITLE 4 OF THE NATURAL RESOURCES ARTICLE OR THE WILDLIFE
PROVISIONS OF TITLE 10 OF THE NATURAL RESOURCES ARTICLE SHALL BE
INSTITUTED WITHIN 2 YEARS AFTER COMMISSION OF THE OFFENSE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.
