[(3)](4) Any compensation awarded under the provisions of this
subheading for the purposes of psychiatric, psychological, or mental health counseling
may not exceed $2,000 for each claimant.

[(4)](5) The Board may negotiate a settlement with a health care provider
for the medical and medically related expenses of a claimant.

826.

Any award made under this subheading shall be paid in accordance with the
discretion and decision of the Board as to the manner of payment. No award made under
this subheading shall be subject to execution or attachment other than for expenses
resulting from the injury which is the basis for the claim. In every case providing for
compensation to an employee or the employee's dependent under this [article]
SUBHEADING, the Board may, if in its opinion the facts and circumstances of the case
warrant it, convert the compensation to be paid in a partial or total lump sum, without
discount.

Acceptance of an award made under this subheading shall subrogate the State, to
the extent of the award, to any right or right of action, including the right to recover
restitution ordered under § 807 or § 808 of this subtitle, [occurring] ACCRUING to the
claimant or the victim to recover payments on account of losses resulting from the crime
with respect to which the award is made.
