Article 83B - Department of Housing and Community Development

1-202.

(b)     (4) Except as otherwise provided by law, all other employees of the
Secretary's office shall be appointed and removed by the Secretary in accordance with the
provisions of the State Personnel and Pensions Article [that govern classified service
employees].

2-202.

(a)     The Secretary, with the approval of the Governor, shall appoint the Director
of the Administration who shall serve at the pleasure of the Secretary. The position of
Director is in the [unclassified] EXECUTIVE SERVICE OR MANAGEMENT service [of]
IN the State Personnel Management System. The Director shall operate and exercise the
powers of the Administration under the direction of the Secretary in accordance with the
provisions of this subtitle. The Director shall receive such salary and have such deputies,
assistants, employees and professional consultants as provided in the State budget.

(c)     (4) Employees of the Commission are [unclassified] SPECIAL
APPOINTMENTS.

(b)     The director shall serve at the pleasure of the Commissioners, subject to the
concurrence of the Secretary, and shall be [ in the unclassified service of] A SPECIAL
APPOINTMENT IN the State Personnel Management System.

(b)    The administrator shall serve at the pleasure of the Commissioners, subject to
the concurrence of the Secretary, and shall be [ in the unclassified service of] A SPECIAL
APPOINTMENT IN the State Personnel Management System.

5-609.

(e) Positions with the Trust are SPECIAL APPOINTMENTS in [the unclassified
service of] the State Personnel Management System.

Article 83C - Juvenile Justice

2-103.

(c)     (2) Except as provided in paragraph (4) of this subsection or otherwise by
law, the Secretary shall appoint and remove all staff in accordance with the provisions of
the State Personnel and Pensions Article [that govern classified service employees].

(4) All personnel in the Department specified in this paragraph shall be in
the [unclassified] EXECUTIVE SERVICE OR MANAGEMENT service of the State
Personnel Management System and shall be appointed by and serve at the pleasure of the
Secretary:

(i) Any assistant secretary;
