Preamble

WHEREAS, The General Assembly directed the Governor in Section 14 of the
State Personnel Management System Reform Act of 1996, Chapter 347 of the 1996 Laws
of Maryland, to review references to "classified service" and "unclassified service"
employees throughout the Annotated Code and to submit legislation in the 1997
Legislative Session to correct any references to those employees in accordance with the
provisions of that Act; and

WHEREAS, The title of the State Personnel Management System Reform Act
states that the classified service and the unclassified service are abolished and that the
skilled service, professional service, management service, and executive service are
established in their places; and

WHEREAS, Section 6-405 of the State Personnel and Pensions Article, as
enacted by Chapter 347 of the Acts of 1996 states that certain individuals in the skilled
service, professional service, management service, or executive service are considered
special appointments; and

WHEREAS, The purpose of this Act is to comply with the directive of the
General Assembly to replace obsolete designations to the classified and unclassified
services with the new designations found in the State Personnel Management System
Reform Act of 1996 and accordingly to clarify the Annotated Code; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
