SECTION 3. 4. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall take effect June 1, 1997.

SECTION 5. AND BE IT FURTHER ENACTED, That, except as provided in
Section 4 of this Act, this Act shall take effect July 1, 1997.

AN ACT concerning

Public Service Companies - Cost Allocation Manual — Periodic Revision

FOR the purpose of requiring a certain audit opinion of the cost allocation manual of
certain public service companies in a certain manner when the companies file
changes in their base rates or make certain changes to determine if the cost
allocation manual is still accurate or needs revision; limiting certain filing
requirements within a certain period of time; providing for the responsibility for
certain costs; and generally relating to a review of the cost allocation manual of
public service companies.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 78 - Public Service Commission Law

27.

(a) No public service company shall in its utility operations:

(1)     Sell or render service or furnish any commodity until its schedules of
rates therefor have been duly filed and published in accordance with § 28(a) of this
article;

(2)     Demand or collect a greater or less compensation for any service or
commodity than specified therefor in its schedules as in force at the time;
