(4) buy tobacco tax stamps as authorized by § 12-303 of the Tax - General
Article;
(5) transport unstamped cigarettes in the State; [and]
(6) sell unstamped cigarettes to another licensed wholesaler if the
Comptroller specifically authorizes[.]; AND
(7) UPON APPROVAL OF THE COMPTROLLER, DESIGNATE A LICENSED
MANUFACTURER TO ACT AS ITS AGENT FOR THE STAMPING AND DISTRIBUTION OF
CIGARETTES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1997.

AN ACT concerning
For-Hire Drivers — Licensing
FOR the purpose of prohibiting, with a certain exception, a person from operating a
certain motor vehicle for hire in the State unless the person holds a for-hire driver's
license issued by the Public Service Commission; allowing a county or municipality
to elect to license taxicab drivers who drive taxicabs that are based in that county or
municipality provided that, at a minimum, the county or municipality meets certain
requirements; providing that a taxicab driver who is licensed by a county or
municipality is not required to be licensed by the Commission; providing for the
application for and issuance of for-hire driver's licenses; providing for the term and
renewal of for-hire driver's licenses; providing for the suspension or revocation of a
for-hire driver's license or the imposition of a civil fine under certain circumstances;
prohibiting certain acts and providing penalties for the violation of the prohibition;
authorizing the Commission to seek certain funding and employ certain staff to
implement this Act; providing for the application of this Act; and generally relating to
the licensing of for-hire drivers.
