23.05.03 PUBLIC SCHOOL CONSTRUCTION
(A) Public School Construction. Provide funds to construct public
school buildings and public school capital improvements in
accordance with Sections 5-301 through 5-303 of the Education
Article[. Notwithstanding the Board of Public Works' Rules,
Regulations, and Procedures for the Administration of the School
Construction Program prohibiting state funding of school design,
$3,400,000 of this authorization may only be used for planning
expenses related to Neighborhood Schools in Prince George's
County. Further provided that all other aspects of the Rules,
Regulations, and Procedures for the Administration of the School
Construction Program shall apply to the expenditure of the
$3,400,000 for the Neighborhood Schools in Prince George's
County. Further provided the $3,400,000 authorization for
Neighborhood Schools may not be expended until Prince George's
County provides a report to the budget committees explaining:
. (1) the scope of the efforts to desegregate county schools;
(2) how these funds will fulfill the desegregation goal; and
(3) the potential fiscal impact of the program. Funds may not be
expended until the budget committees have reviewed and
commented on the report or 45 days have elapsed from the date
the report is received by the committees] (Statewide)...................

(C) Area Health Education Center. Prepare detailed plans [and renovate
the second floor of the Carey Building at the Eastern Shore Hospital
Center] for [use as] an Area Health Education Center, PROVIDED

DEPARTMENT OF HEALTH AND MENTAL HYGIENE
SUBMITS A REPORT TO THE BUDGET COMMITTEES ON
THE LOCATION, SIZE, AND COST OF THE CAPITAL
IMPROVEMENTS NEEDED FOR THE CENTER (Dorchester

(A) Technology Advancement Program. Construct a replacement
facility for the Technology Advancement Program at the University
of Maryland College Park, [provided, however, that upon
completion, no incubator space for an emerging technology or
business shall be utilized or contracted for, until and unless, the
entity seeking such space agrees in writing to reimburse the
