(A) Building Management System. Complete detailed plans and
replace the fire alarm and security system with a building

(A) Replacement Facility. Prepare detailed plans for a replacement
facility for the Eastern Shore Hospital Center,, provided that, prior
to the expenditure of any funds, representatives of the Department
of Health and Mental Hygiene, the Mental Hygien
e
Administration, the Eastern Shore Hospital Center, and the
community providers shall collaborate in the determination of the
reeommended size of any future facility and report the conclusions
to the General Assembly. This would entail determining the needs
of those currently residing and/or being treated in the hospital,
o
pportunities for treatment in alternative settings, and the level of
community support required to complement the
services provided
by th
e Eastern Shore Hospital Center, provided that no funds may
be expended until:

(1) the Board of Public Works has approved a sale whereby the State
will receive $5.0 million for the current Eastern Shore Hospital
site. Local funds may be used to supplement funds to be received
from the private developer group;

(2) Dorchester County has deeded to the State at no cost a parcel of
land on which to build a replacement facility. The parcel should
be of sufficient size and configuration to allow the design and
construction of a 96-bed hospital facility with all necessary
