Lillie Carroll Jackson Loan of 1991, Greater Baltimore Cultural Arts Foundation Loan of
1994, and the Somerset County - Ward Brothers Homeplace Loan of 1995

FOR the purpose of authorizing the creation of a State Debt in the amount of Three
Hundred Ninety One Million, Five Hundred Thousand Dollars ($391,500,000)
Three-Hundred Eighty-Two Million, Seven Hundred Thirty—Six-Thousand Dollars
($382,736,000) Three Hundred Eighty-Four Million, Seven Hundred Fifty-Three
Thousand Dollars ($384,753,000), the proceeds to be used for certain necessary
building, construction, demolition, planning, renovation, conversion, replacement,
and capital equipment purchases of this State, and for acquiring certain real estate
in connection therewith, and for grants to certain subdivisions and other
organizations for certain purposes, subject to the requirement that certain grantees
provide certain matching funds of a certain type by a certain date; providing
generally for the issuance and sale of bonds evidencing the loan; providing for
certain unexpended appropriations in prior Capital Budgets and Bond Acts to be
expended for other public projects; providing for certain agencies to assist in preparing
certain studies; altering certain requirements tor certain programs in prior Capital
Budgets; providing that the authorizations of State Debt in certain prior Capital
Budgets and Bond Acts be reduced by certain amounts: and generally relating to the
financing of certain capital projects.
