Ch. 656 1997 LAWS OF MARYLAND SECTION 5. AND BE IT FURTHER ENACTED, That the Laws of Maryland Article - Insurance 3-311. An applicant for a certificate of qualification must be: (1) qualified as a broker for property insurance!, casualty insurance, and (2) competent and trustworthy, as determined by the Commissioner.
