compensation and benefits shall be reinstated at the appropriate level and the employee
shall be reimbursed for any loss in salary from the effective date of the transfer.

(d) Any full-time permanent employee of the General Assembly of Maryland[,
the Department of Legislative Reference, or the Department of Fiscal Services] OR THE
DEPARTMENT OF LEGISLATIVE SERVICES who separates from State service and returns
to State service in the Executive or Judicial Branch within 3 years from the time of
separation from active duty shall be eligible for reinstatement and shall receive full credit
for any prior State service.

[2-1404.] 2-105. Leaves of absences for sessions.

While the General Assembly is in session, each member or employee of the General
Assembly who also is employed by the State or any of its political subdivisions:

(1)     is entitled automatically to a leave of absence from the other
employment; and

(2)     except for a right to a salary or wages, may not be deprived of or
otherwise have impaired any incident of the employment, including tenure, seniority,
annual or sick leave, promotional rights, or rights to salary increments.

[2-1414.] 2-106. "Force" defined; established; composition; responsibilities.

(a)     In this section, "Force" means the Legislative Security Force.

(b)     There is a Legislative Security Force.

(c)     The Force consists of the members of the Department of State Police who are
assigned for duty with the General Assembly.

(d)     Under the guidance of the presiding officers of the General Assembly, the
Force shall maintain order during the conduct of the legislative process.

Subtitle 6. Joint [Budget and] Audit Committee.

2-601. "Committee" defined.

In this subtitle, "Committee" means the Joint [Budget and] Audit Committee.

2-602. Established.

There is a Joint [Budget and] Audit Committee, which is a joint committee of the
Senate and the House.

2-603. Membership.

(a) The Committee consists of [ the following 20 members:
(1) from the Senate:
(i) the President;
(ii) the Majority Leader;
(iii) the Minority Leader; and
