1997 LAWS OF MARYLAND

(20)   To enforce the provisions of this title, the declaration, bylaws, and rules
and regulations of the council of unit owners against any unit owner or occupant; [and]

(21)   Generally, to exercise the powers set forth in this title and the
declaration or bylaws and to do every other act not inconsistent with law, which may be
appropriate to promote and attain the purposes set forth in this title, the declaration or
bylaws; AND

(22)    TO DESIGNATE PARKING FOR THE HANDICAPPED,
NOTWITHSTANDING ANY PROVISION IN THE DECLARATION, BYLAWS, OR RULES
AND REGULATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

AN ACT concerning

Baltimore City - Hotel Room Tax - Convention Center Promotion

FOR the purpose of extending to certain fiscal years a provision limiting the rate of the
hotel tax that may be imposed by Baltimore City; requiring that for certain fiscal
years certain amounts measured by proceeds from a hotel room tax imposed by
Baltimore City be appropriated for certain purposes; and generally relating to hotel
room taxes and convention center marketing and tourism promotion in Baltimore
City.

BY repealing and reenacting, with amendments,
The Charter of Baltimore City
Article II - General Powers
Section (40)(e)
(1996 Edition, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article II - General Powers

The Mayor and City Council of Baltimore shall have full power and authority to
exercise all of the powers heretofore or hereafter granted to it by the Constitution of
Maryland or by any Public General or Public Local Laws of the State of Maryland; and in
