AN ACT concerning
Welfare Innovation Act of 1997
FOR the purpose of requiring individuals receiving benefits under the Family Investment
Program to comply with certain additional eligibility requirements related to
obtaining a certain health screen within a certain time period and. if appropriate,
participating and complying with certain substance abuse treatment protocols under
certain circumstances; requiring an applicant or recipient under the Family
Investment Program to sign and return a certain medical consent form to a certain
person to allow the Department of Human Resources to receive certain
information; requiring institutions of higher education to develop and implement a
certain program and program; requiring institutions of higher education to submit a
certain report; requiring the Maryland Higher Education Commission to submit a
certain report to the Joint Committee on Welfare Reform; prohibiting an
organization funded under the Family Investment Program from taking certain
discriminatory actions; providing for the use of certain funds by certain organizations;
requiring the Secretary of Human Resources to adopt certain regulations; requiring the
Department to provide temporary cash assistance to legal immigrants who meet
. Family Investment Program eligibility requirements and certain other requirements;
providing for the amount of assistance; requiring the Department of Health and
Mental Hygiene to provide medical assistance benefits to certain legal immigrants
and certain legal immigrant children under certain circumstances; requiring that
certain legal immigrant children be provided food stamp benefits under certain
circumstances; altering certain provisions of law related to child support collected
for children who are subject to the child-specific benefit under the Family
Investment Program; altering a certain provision of law to add certain conditions on
when a minor parent may live in an adult-supervised group living arrangement;
authorizing a local department of social services to pay an administrative fee to
certain persons under certain circumstances; requiring certain managed care
organizations to provide a certain benefit to certain enrollees who are recipients of
temporary cash assistance under the Family Investment Program; requiring the
Secretary of Health and Mental Hygiene to seek a certain waiver or take certain other
steps to obtain federal reimbursement for providing Maryland Medical Assistance
Program services to certain minors under certain circumstances; requiring the Secretary
of Health and Mental Hygiene to seek a certain waiver or take certain other steps to
obtain federal funding for a certain additional benefit to be provided to certain
Family Investment Program recipients under certain circumstances; defining a
certain term; altering certain provisions of law related to the immunity of volunteers
individuals engaged in certain community service work activity for certain actions
under certain circumstances; altering the Maryland Tort Claims Act to include
certain nonprofit organizations that are serving as third party payees for purposes of
and certain students, faculty, and staff members of institutions of higher education
providing certain services under the Family Investment Program and certain other
individuals providing a certain service under the Family Investment Program under
