(IV)   REGISTERED COMPLAINTS AND COMPLAINT OUTCOMES IN
THE TIME PERIOD AFTER THE LAST EVALUATION;

(V)    A 5-YEAR REVENUE AND EXPENDITURE COMPARISON,
INCLUDING INDIRECT COSTS AS PART OF THE EXPENDITURES OF THE ACTIVITY OR
UNIT; AND

(VI)   A RECOMMENDATION WHETHER A FULL EVALUATION
SHOULD BE UNDERTAKEN.

(B) ON REQUEST OF THE DEPARTMENT OF FISCAL SERVICES, THE
GOVERNMENTAL ACTIVITY OR UNIT SHALL PROVIDE THE DEPARTMENT WITH THE
INFORMATION REQUIRED TO UNDERTAKE THE PRELIMINARY EVALUATION.

(a)     On or before June 30 of the year before the evaluation date of a governmental
activity or unit, each evaluation committee for that governmental activity or unit shall:

(1)     consult with:

[(i) the Department of Budget and Management;

(ii)] (I) the Department of Fiscal Services; and

[(iii)](II) the unit under evaluation or responsible for the
governmental activity under evaluation; and

(2)     then prepare a plan for the evaluation.

(b)     Each evaluation committee shall provide, in the plan, for periodic consultation
with the Department of [Budget and Management and the Department of] Fiscal
Services.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

AN ACT concerning

Somerset County - Power Dredging of Oysters

FOR the purpose of allowing a person to power dredge oysters in waters contiguous to
Somerset County if the person holds a certain license issued by the Department of
Natural Resources; authorizing the Department to issue certain licenses and adopt
certain regulations relating to power dredging of oysters; limiting the season when a
licensee can power dredge oysters under this Act; placing certain restrictions on the
