SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

A MEMBER OF THE GENERAL ASSEMBLY OR AN INDIVIDUAL WHO IS ON THE
STAFF OF A MEMBER OF THE GENERAL ASSEMBLY IS NOT CIVILLY LIABLE FOR ANY
ACT OR OMISSION WITHIN THE SCOPE OF THE PUBLIC DUTIES OF THE MEMBER
WHEN THE MEMBER OR INDIVIDUAL.
FOR A CONSTITUENT, PROVIDES A SERVICE, INCLUDING
INTERVENTION FOR AN INDIVIDUAL, GROUP, OR BUSINESS THAT SEEKS TO SUBMIT
A REQUEST, GRIEVANCE, OR OTHER MATTER WITH A GOVERNMENT UNIT; OR
(2) MAKES A COMMUNICATION ON BEHALF OF A CONSTITUENT.
