(3) Except as provided in § 8-109 of the State Personnel and Pensions
Article, the Governor may not reduce an appropriation for the salary of any employee in
the classified service or unclassified service.
SECTION 2. AND BE IT FURTHER ENACTED, That:
(a) The provisions of this Act relating to the formula for determining annual
appropriations for the Maryland School for the Deaf may not be implemented until the
fiscal year beginning on July 1, 1998.
(b) The provisions of this Act relating to funding for the program of enhanced
services for deaf students who have other moderate to severe disabilities created in §
8-310.1 of the Education Article shall be implemented for the fiscal year beginning on
July 1, 1997.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1997.

AN ACT concerning
Task Force to Study Circuit-Court Procedures on Issuance of Body Attachment Circuit
Courts - Arrest Warrants - Forms
FOR the purpose of establishing a task force to study the issuance by the circuit courts of
body attachment warrants and any other documents that "require the arrest of a
person; providing for the effective date of this Act; and generally relating to a Task
Force on the issuance of body attachment warrants requiring a warrant for arrest, in
a circuit court, to be issued on a form containing certain information: providing for
the size of the form, the effect of failing to use the form, and the caption of the
form; providing for a delayed effective date; and generally relating to arrest
warrants issued in a circuit court.
