Association:

(x) A representative of the Washington Metropolitan Auto Body

Association;

(xi) A representative of the insurance industry providing motor vehicle

insurance:

(xi) (xii) A representative of the motor vehicle salvage pool industry;

(xii) (xiii) A representative of the automotive collision repair industry;

(x) (xiii) (xiv) A representative of the Montgomery County Police
Department involved with the County's disposition of abandoned vehicles;

(xv) A representative of the Prince George's County Office of Business and
Regulatory Affairs;

(xvi) A representative of the Baltimore County Police Department involved
with the County's disposition of abandoned vehicles;

(xvii) A representative of Anne Arundel County;

(xviii) A representative of local government from the Eastern Shore;

(xix) A representative of local government from Western Maryland;

(xi) (xiv) (xv) (xx) A representative of the Baltimore City Department
of Public Works, Bureau of Transportation, Parking Division involved with the City's
disposition of abandoned vehicles; and

(xii) (xv) (xvi) (xxi) Two members of the general public.

(c) (1) The Governor shall designate a chairman of the Task Force.

(2) The Motor Vehicle Administrator shall assign staff and provide
administrative support to the Task Force.

(d) The Task Force shall study:

(1) The regulation of storage, towing practices, and disposal of vehicles
throughout the State;

(2) The disposition of abandoned vehicles;

(3) The rights and obligations of property owners who have vehicles towed
from their property;

(4) The rights of individuals whose vehicles are towed without their consent;

(5) The imposition of liens on motor vehicles, including the scope of a lien
created and storage fees regulated under Title 16, Subtitle 2 of the Commercial Law
Article; and
