1. NOTIFY BY MAIL ALL LICENSED AUDIOLOGISTS IN THE
STATE OF THE VACANCY TO SOLICIT NOMINATIONS TO FILL THE VACANCY; AND
2. CONDUCT A BALLOTING PROCESS BY MAIL BY WHICH
EVERY LICENSED AUDIOLOGIST IN THE STATE IS ELIGIBLE TO VOTE ON THE NAMES
OF THE LICENSED AUDIOLOGISTS TO BE SUBMITTED TO THE SECRETARY AND THE
GOVERNOR.
[(5)](6) The Governor shall appoint the hearing aid dispenser members,
with the advice of the Secretary, from a list submitted to the Secretary and the Governor
by the Maryland members of the Hearing Aid Specialist Association of Maryland, District
of Columbia, and Delaware. The number of names on the list shall be at least 3 times the
number of vacancies.
[(6)] (7) (i) The Governor shall appoint the consumer members with the
advice of the Secretary and the advice and consent of the Senate.
(ii) 1. The Governor shall appoint the hearing impaired consumer
member from a list submitted to the Secretary and the Governor by the Governor's Office
for Individuals with Disabilities.
2. The Governor's Office for Individuals with Disabilities shall
solicit nominees from each of the hearing impaired associations in the State.
(f) (6) To the extent practicable, the Governor shall fill any vacancy on the
Board within 60 days [of] AFTER the date of the vacancy.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

AN ACT concerning
Nonprofit Organizations - Operating Assistance and Performance Funding Grants
FOR the purpose of altering provisions and establishing new provisions that relate to
operating assistance and performance funding grants for housing Assistance;
requiring the Department of Housing and Community Development to award
performance funding grants to certain nonprofit organizations for certain purposes;
establishing certain criteria for eligibility for a performance funding grant; requiring
a nonprofit organization receiving a performance funding grant to provide certain
matching funds; authorizing a nonprofit organization to use funding grants under
this Act for certain purposes; altering the maximum percentage of certain funds
from which grants are made; authorizing the use of certain operating assistance
grants for housing assistance for certain purposes: repealing the abrogation
